1.1 The EESC welcomes the proposal for a directive on package travel and travel arrangements assisted. It recognizes that the scope and definitions set out in Directive form a key element of the proposal and recommends that:
- Travel for work or a combination of work and pleasure is not purchased under contract and is a travel package or travel arrangements assisted clearly falls within the scope of this proposal;
- The organizers of occasional travel must fall within the scope of this Directive also to ensure a level playing field and adequate consumer protection. Thus the removal of 'packages organized occasionally, at recital 19 of the proposal;
- The package travel and travel arrangements assisted covering less than 24 hours should be included within the scope of the proposal. By the time covered is limited, the risk for the trader is less while consumers may face the same problems as other packages. Moreover, some countries that limit does not exist;
- Details of reservation as mentioned in the definition of assisted travel arrangement (Article 3 (2) (v)) shall be any customer details being transferred and not just information credit card , according to recital 18 of the proposal;
- The last sentence of Article 3 (2) (b) (v), no later than when the first service booking is confirmed, should be erased by reference to a specific time is problematic and confusing;
- References to - 'same' process of booking or bookings 'separate' Articles 3 (2) 9b) (1) and 3 (5) (a) respectively are deleted.
1.2 The EESC supports the move towards greater transparency. However, the methodology of such transparency should be clear and practical for easy reference and should not be left entirely to the retailer.
1.3 The EESC supports the dissemination of information by digital means but points out that there are still a number of European consumers who do not have this facility, either because of choice or because of limited access, and not be discriminated against as regards access to information about their travel package or update this information.
1.4 The Committee recommends charges to better define 'reasonable' cancellation and stresses that compensation of EUR 100 is not enough and detracts from the existing consumer rights.
1.5 The Committee believes that it is possible to amend Directive 90/314 / EEC by adapting to new technologies without reducing the level of consumer protection.
2 Background

2.2 The Commission began its work on the review of this Directive in 2007 through impact assessments, consultation process and specific meetings with stakeholders.
